pretty much all stores sell bathing suits for small chested girls. victorias secret has padded bikins if you want a little extra push.

a lot of stores sell nice ones and depends on what kind you get there are ways to make your chest look not so small like try them on obviously pac sun has some cute ones semi expensive though but really cute also i know target ALWAYS has cute ones ive seen small chested girls wear like this kind ..... %26gt;%26gt;%26gt; http://www.target.com/b/ref=in_se_pageli鈥?/a> or those types i just looked at pacsun.com if you have like 100 bucks to spend they have nice ones haha but targets are nice as well also old navy usually has TONS fairly cheap or try department stores but heres a little hint get a suit now for this summer then at the end of summer go to a department store when they have their after summer sales get a few swim suits for next year if you stay around the same size or if you think youll get bigger then get a size up its a good tip they are WAY cheaper then old navys go down TONS at the end of summer and id get a halter with a thick band under your chest for some reason it makes them look bigger good luck also they have inserts you can put in your suit if youd be interested in that i never did it cause im rather big chested but ive seen my friends do it

I'm 36DD so I don't have that problem. :D But to answer you question, you can try smaller size bathing suits. There's really no one store that specializes in ';small boobs'; bathing suits.
