DONT get her a one piece. They will make her look smaller yet. I am also small on top and I find if I get two pieces that are a halter hop and have slight padding, i look fuller on top. DONT get her a top with strings. Often times a top with a wide band under the breasts will make a woman look fuller. ALSO........many suits have pockets on the top for removalble pads. You can buy extra padding to put in there from Victoria Secret or most lingerie stores.What type of bathing suit is best for a flat chested girl?
tankini.Its not like a one piece where you can see how flat you are or like a bikini where you need boobs.A tankini is perfect =].

You would want to get her a keyhole bandeau or halter top bikini. Also stay away from darker bikinis beause they tend to make your chest look smaller. and large prints or ruffles on the top part of the bikini also make your chest look larger

get her a one-piece suit that has padding. or, get her a tankini. they show off the abs and stomach, and find one that has padding in it.

A wide underband, ruffles are great because they add dimension, bandeau tops (they're like tube tops) and anything with light padding and/or busy patterns, especially horizontal stripes. All of these styles apply to bikinis if she has that smokin bod ur talking about she should flaunt it, and any of those styles would be great when paired with a simple bottom.
